Well... I don't think they do really. They just share notes, and happen to share a lot more notes than some scales do.

In the key of Am, E is the dominant note, meaning that it is the note whose scale shares the most in common with the tonic (Am). In Am, the notes are A B C D E F G. In Em the notes are E F# G A B C D. It's just the F# that's different.
